PRISMA - West Papua Market Intelligence Lead Consultant

Project Overview and Role:

The Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Agriculture (PRISMA) is a five year program (2019-2023) funded by the Australian Government’s aid program and implemented in cooperation with the Government of Indonesia. The program will build upon the achievements and results of Phase 1 (2013-2018), using a market systems development (MSD) approach to support inclusive economic growth in Indonesia’s agriculture sector.

PRISMA will improve smallholder farmers’ competitiveness, access to new markets, better inputs, know-how, and technology. It will aim to achieve a sustainable 30% increase in the net incomes of a further 700,000 smallholder farming households in the six target Indonesia by 2023 (a total of 1 million farming households).

1.1 Intervention Background

In Tanah Papua, PRISMA reduced farmers low income by partnering with 3 seed companies to promote and distribute quality vegetable seeds, along with embedded information on good agricultural practices, starting from the capitals (entry points) in 6 provinces in Tanah Papua.

With a steady rise in sales, PRISMAs seed partners are eager to expand into new areas. However, seed partners have limited knowledge to expand marketable areas beyond current operating coverage. To address this, PRISMA will support seed partners in conducting market surveys by connecting them with local universities/research institutions. As program concludes this year, this is crucial in ensuring a sustainable success of seed partners in marketing quality products to farmers, particularly indigenous.

Purpose of The Assignment:

  • Enhanced collaboration with local universities/research institutions that possess the incentives and capacity to ease the entrance of incumbent wanting to expand areas and new companies in conducting business in Tanah Papua.
  • Partners have better understanding on the demand of vegetables and the market size of the seed according to the local context in Tanah Papua, which can be used as a reference in modifying seed companies’ marketing strategies to be more effective and inclusive.
  • Local universities and /or local agencies establish a consultancy center offering business development services for new agricultural ventures in Tanah Papua.

Primary Duties and Responsibilities:

The consultant is expected to deliver tasks including but not limited to the following:

  • Develop questionnaire and questions guide based on seed partner’s needs.
  • Collect qualitative raw data by conducting field visits, gathering relevant information, and conducting literature research to gain an in-depth understanding of the seed market potential in South Sorong District.
  • Process and analyze qualitative raw data collected during the study.
  • Establish communication with seed partners to inform them of the results of activities in South Sorong District.
  • Provide information to seed companies related to Local Government programs in South Sorong District.
  • Provide a written summary report of research findings in the form of a narrative report in the form of MS Word (Bahasa & English) and Presentation Sides (Power Point Template/PPT).
  • Present the final report and recommendations to PRISMA and seed partners.

Required Qualifications:

We are seeking a highly qualified researcher/surveyor/main assessor with a rich background, which includes:

  • Approximately 5 years of experience within esteemed Research/Survey Institutions, including University Research Institutes,
  • Government Research Institutes, and Private companies.
  • Proven track record in conducting market surveys and assessments, particularly in Tanah Papua, with a focus on the Province of Southwest Papua, encompassing Sorong and its surrounding areas.
  • Experience collaborating with diverse stakeholders such as PRISMA, seed companies, local farmers (transmigrants and Indigenous), agri shops, and vegetable traders.
  • Has adept skills in connecting seed companies with potential distributors and key customers, including Farmer Groups, Farmer Cooperatives, BUMDES, etc.
  • Proficiency in assessing the market potential of vegetable seeds in the surveys target location, specifically the South Sorong Regency.
  • Possess strong capabilities in developing effective marketing strategies for seed companies, utilizing models such as the 5 P model, 4 A model, and Business Model Canvas.
  • The ability to prepare a comprehensive final report and deliver a compelling presentation to PRISMA and its private partners is crucial.
  • A steadfast commitment to working within the agreed-upon timeline stipulated in the contract.

Functional Relationship:

The Consultant will report to and work together with the PRISMA Vegetable Team: Principal Business Consultant and Senior Business Consultant. Regular communication can be done through online meetings and field visits to monitor activities.

Deliverables:

  • Daily reports on consultant field activity.
  • Questionnaire and instructions.
  • Excel file providing information on data regarding:
    • Profiles of big vegetable traders and vegetables with high demand gaps
    • Key Farmer Profiles
    • Sales and prices of vegetable seeds at Agricultural Stores
    • Incentive schemes received by agricultural stores from Seed Companies
  • Narrative report and Presentation slide
  • Final report Presentation to PRISMA and seed partner
